I have the same issue running d2l on windows 11. It was installed following the instructions in Installation.
I think this is the reason why the notebook looks broken, i.e. shows marks like:
.. raw:: html
:file: frontpage.html
:begin_tab:toc
I guess jupyter is missing some extension. But it comes preinstalled with d2l.
